Born and raised in Hartford, Connecticut, Richard attended Hartford Schools before enlisting in the U.S. Navy, and serving two tours of duty in Vietnam aboard the USS Higbee (DD8066). He worked his way through college and law school with the intent of serving his community. In addition to being a family man, raising three children of his own and his grandchild, Richard found time to serve as Assistant Corporation Counsel to the City of Hartford, as President of the Hartford Board of Education, as a State Representative and as Glastonbury Town Councilman.
Richard’s sense of civic duty is not confined to the public arena. He is also a life member of the V.F.W. and the Elks and has been a member of a three-person selection committee responsible for reviewing applications and conducting interviews for candidates for the U.S. Naval Academy.
